PROGRAM DESCRIPTION

The mission of the Biomedical Informatics and Data Science (BIDS) Directorate is to develop enterprise-level applications, consolidated information technology services and biomedical informatics solutions that provide exceptional IT capabilities to the Frederick National Labs for Cancer Research (NCI-Frederick/FNLCR) in support of basic, translational, and clinical cancer and AIDS research. The CBIIT Technical Operations Support (CTOS) Group is part of the BIDS within Leidos Biomed. The CTOS team is primarily involved in the operations and execution of projects sponsored by NCI-CBIIT. KEY ROLES/RESPONSIBILITIES

DIRECTOR, DATA MANAGEMENT AND INTEROPERABILITY


- Work with Data Coordinating Centers and other groups with large data repositories to understand their data and to map out ways to make their data interoperable within the Cancer Research Data Commons (CRDC)
- Be the lead Data architect in helping stand-up new nodes in the Cancer Research Data Commons (CRDC)
- Ensure that CRDC user's needs from querying and navigating CRDC data are documented and available as a resource
- Generate and share best practices for managing data
- Stay current with semantics challenges and new technology that could be used to navigate the semantic space (for example, machine learning)
- Stay current with new technologies for working with groups of data that need to be harmonized
- Stay current with community trends in terms of ontology development and use
- Stay current with new technologies for managing/storing/querying data
- Provide advice and guidance on data interoperability to groups at FNL who are starting out to design data structure for their projects
- Provide advice and guidance on data interoperability to groups outside of FNL, represent the objectives and approaches the Cancer Research Data Commons (CRDC) has used or is exploring
- Be an advocate for the CRDC to help increase data interoperability with the NCI and beyond
- Work closely with the FNL teams that are creating CRDC components and nodes

Qualifications:

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:


- Possession of a Bachelor's degree from an accredited college or university according to the Council for Higher Education Accreditation in areas related to life science, computer science, computer engineering, data science, or biomedical informatics. (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for U.S. equivalency
- In addition to the educational requirements, a minimum of ten (10) years of experience working in clinical/bioinformatics projects in a lead data management or data science capacity
- Hands-on experience working with various life sciences research data and metadata including proteomics, genomics, and clinical data
- Extensive hands on experience in harmonizing data from different groups, to enable exploration/querying of harmonized data
- Experience in gathering user based feedback on data querying and analysis needs, using that feedback to propose data structure needs
- Experience in mapping out how data interoperability can be achieved
- Experience in working with and navigating across multiple ontologies
- Experience with data NCI's data structures such as CDISC and BRIDG
- Must be able to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:


- Familiarity with all phases of Software Development Life Cycle (SDLC) methodology, including: requirements gathering, analysis, design, data modeling, process modeling, implementation and deployment
- Analytical and problem-solving skills
- Knowledge of TCIA, TCGA, and DGC data
- Database experience, including: PostgresSQL, MySQL, NoSQL such as DynamoDB, MongoDB
- Knowledge of Cloud technologies, including but not limited to: AWS, Google and Azure. Docker deployment on premise and on the Cloud

EXPECTED COMPETENCIES


- Excellent oral and written communication skills
- Ability to work with a variety of professionals technical and nontechnical
- Ability to organize and create consensus among team members
- Ability to estimate development level of effort based on programmers varying skills, work with TPMs to develop development cost reports
- Personnel management including interviewing skills and conflict management
