West Point Facilities Management - Chemical Management administration is seeking a highly motivated individual to join a technical support team for the West Point facility. This role will partner with a variety of site divisional stakeholders including operations, West Point Safety and Environment, Integrated Facilities Management (IFM) partners and other Regulatory groups
This individual will be a subject matter expert on the technical support of the West Point Chemical Management program and several related chemical inventory systems, COSMIC, SAP, CMMS, etc., that feed into tcmIS© or other data aggregation systems. This position will regularly assess, coach and provide support and guidance to customers, EHS, and collaborate with other Merck locations on process and policy harmonization; engaging, business process owners and leaders, EHS SME's, material coordinators, IT system owners and projects-based leadership.

The subject position will be responsible for the following:

•Oversee the regular inspection and monitoring of laboratories (true-ups) and other areas where chemicals and hazardous materials are used. Provide inputs for continuous improvement activities to ensure an accurate and compliant program.
•Evaluate new projects and plans involving chemicals to evaluate risks and identify facilities and service requirements including Flammable Solvent Control Zones.
•Ensure knowledge of hazardous materials of interest for internal bodies and external compliance; ensure accessibility of SDSs in accordance with GSE SN 16, OSHA and program requirements.
•Provide advice, support and assistance to researchers, laboratory and service personnel on the purchasing, storage, use and disposal of chemicals and hazardous materials to ensure compliance and safety.
•Assist in the development of policies and procedures related to chemicals and hazardous material processing including waste disposal.
•Maintain records and statistics; compile information, prepare, distribute and submit reports to both internal stakeholders and internal auditing and compliance bodies as required.
•Assist in investigations, Corrective/Preventative Actions (CAPAs), and value capture projects that seek to improve compliance, reduce cost and/or process improvements.
•Develop institutional knowledge of the site by understanding of permit requirements, conditions, and other authorizations; review compliance demonstrations, documents and reports, and other submittals as needed; and know the compliance history of the location.
•Conduct routine field visits to buildings and areas of site to schedule/conduct 1:1s with EHS liaison, lab/area owners and site leadership to review the program priorities, plans and initiatives, progress to plan, etc.
•Develop an in depth working knowledge of the inventory systems used to aggregate chemical inventory information such that it can be leveraged for a variety of regulator reports including Emergency response
•Present summaries and overviews of program and provide training for end users in systems.
Education Minimum Requirement:

• BS or advanced degree in IT, Scientific or Engineering field
Required Experience and Skills :

•Strong proficiency in Project Management, and technical IT systems support, Oracle, SQL, Data manipulation and query - ODBC, Toad, Excel, MS Access
•Strong communication (written, oral, presentation), negotiation, influencing and relationship skills along with high personal integrity, credibility, and energy at all levels of the organization.
•Experience working with SDLC methodologies helpful;
•Demonstrated ability to analyze and define business problems, develop business cases, and advise business owners on managing risks.
•Ability to work toward enterprise goals, using influence rather than control, and fostering a work environment based on trust, sharing and collaboration.
•Competent in the use of project management and analytical software tools. Knowledge of MS SharePoint, project management processes and reporting tools.

Preferred Experience and Skills:

•Basic knowledge of environmental reporting requirements at the Federal and state levels
•Familiarity with Chemical Management Systems, (SyQuest/Jagger), SAP, Haas tcmIS © , Biovia CISPro. Organically developed DBs
•Experience in regulated environments preferred.
•Six Sigma certification (plus)
•Ability to make a positive contribution as demonstrated by learning new skills and makings suggestions for process/procedure improvement.
•Awareness of relevant industry business, information and technology trends.
